Round 1

While [Valkyrie] is active, the healing and damage boost of [Caduceus Staff] are automatically applied to nearby allies.






Pretty standard. More healing. Armor for survivability. Crepuscular Circle is a good overall Power for most Mercy builds.
Round 2





While airborne gain: 5% Weapon Power 10% Attack Speed


After healing an ally, gain 10% Attack Speed for 3s.


Convert 100 Health into Armor.
Mid-Air Mobilizer is good for early stat-boosting, especially when in Valkyrie since you're always airborne. Advanced Nanobiotics is also free stats since you're also healing a lot. Extra armor is good for more tankiness if you have the cash. Other options include: Winning Attitude if you feel your team is on the backfoot or other Weapon Power/Attack Speed with whatever cash you have left.
Round 3

Every 1s your Staff is attached, [Caduceus Blaster] gains 4% Attack Speed (stacks 10 times) until you reload or swap to your Staff.







While you have Armor, take 10% reduced Weapon Damage.



A little more tankiness when you have armor. Just more Weapon Power/Attack Speed for raw healing output when out of Valkyrie. Other options: Talon Modification Module for more WP.
Round 4


Convert 100 Health into Armor.


While you have Armor, take 10% reduced Weapon Damage.






[Caduceus Blaster] has a 10% chance to fire an extra shot that doesn't consume additional ammo.




When you take damage, gain 0% Damage Reduction for 1s, stacking up to 20 times.
Celestial Clip is for even more DPS, with the really high Attack Speed and infinite ammo in Valkyrie, you can spawn that free extra bullet more often. Other options: Divine Intervention if the enemy has more burst than sustained damage, Cushioned Padding for CC resistance, Junker Whatchamajig for starting ult charge.
Round 5

After succesfully using [Resurrect], activate [Valkyrie] for 5s.

While airborne gain: 5% Weapon Power 10% Attack Speed









While healing an ally below 50%% Life with your Weapon, deal 15% increased Weapon Healing.
Getting more rezzes off = more Valk time. If you have the Cash, you can get Codebreaker if you need the Armor Break, Chain Evoker in place of Resurection Rangefinder if you're not having too much trouble with getting rezzes off. Volskaya Ordnance or Weapon Jammer can also be good Weapon Power/Attack Speed items if the situation needs it.
Round 6





More Weapon Power and boosted Healing. You can go more offensive with Hardlight Accelerator with bonus CD reduction. Or Martian Mender for more survivability while still getting CD reduction. Chain Evoker is also a good choice for more ultimate charge for damage boosting.
Round 7

[Sympathetic Recovery] heals for 20% more and heals you even while you are healing a full health ally.


After healing an ally, gain 10% Attack Speed for 3s.


Deal 10% increased damage to enemies below 30%% Life.
Serenity is for more healing while in Valkyrie. Almost all of Mercy's other powers are also pretty good, except for Threads of Fate, The Whambulance, Glass Extra Full, Equivalent Exchange for this build at least. More Weapon Power for more healing.
